National outline plan number 22 is the national outline plan which defines areas of planted forests or natural groves as nature reserves and adds open spaces where forests will be planted in the future. The plan which was approved in 1995 covers 1.62 million dunam, most of it in the northern Negev.
The plan poses a threat to several Bedouin unrecognized villages such as Atir because it defines lands where villages do exist as forest or future afforestation areas.
